2025 Ventnor Short-Term Rental Enforcement?

Short-term rentals, STR’s, can provide excellent value to a community if managed well with adequate rules and proper enforcement of local law.

Ventnor, Brigantine and Atlantic City could use some help in that department.

According to Ventnor Commissioner Lance Landgraf, STR’s are commercial businesses operating in a residential neighborhood.

Last week we reached out to Ventnor Business Admin Tom Ciccarone for some basic STR info. We asked Ciccarone how many registered STR’s are operating in Ventnor. We expect to get that number soon, presumably from Code Inspector, Dino Cavaleri.

Ciccarone’s office also recommended that we contact HOST COMPLIANCE, the company that helps local governments like Ventnor enforce short-term and vacation rental regulations. We’re still waiting for a response from HOST COMPLIANCE.

According to APRIL 2025 Air DNA: Ventnor has a total of 489 short term rentals on AirBnB and VRBO. This doesn’t count STR’s using direct booking sites and/or social media sites like Facebook.

  • Ventnor has 489 STRs
  • Brigantine has 934 STR’s
  • Atlantic City has 1,908 STR’s
  • Margate has 157 STR’s

On April 28, Ventnor Business Admin Tom Ciccarone’s office reported that Ventnor has 400 short-term rental entries, with 217 being ‘compliant’. Waiting for clarification on what that means.

Ventnor Short Term Rental regulations and fees:

One (1) bedroom and studio apartments. Fee is $500. One bedroom or studio apartments may be rented for 1 or more days but less than 30 days.

Two (2) bedrooms. Fee is $750. Two-bedroom residential properties may be rented short-term for a period not less than 2 days but less than 30 days.

Three (3) or more bedrooms. Fee is $1,000. Three-bedroom residential properties may be rented short-term for a period not less than 3 days but less than 30 days.

Examples of Non-Compliant, Ventnor Short-Term Rentals:

As of April 26, 2025, Ventnor still not enforcing minimum rental stay requirements as per ordinance.

Ex: 3 bedrooms or more must have 3 night rental minimum.

NOTE: Short Term Rental properties typically need commercial insurance and commercial financing.

STR’s can be great way to diversify Jersey shore economy. But left unchecked, STR’s can either artificially inflate home values, or drag down a once quiet beach block neighborhood.

If home values are inflated due to popularity of AIRBnB as investments, this could bring higher tax assessments in that neighborhood. Towns like Ventnor and Brigantine encourage STR’s for the higher taxes they pay, even at the risk of angering adjacent residents.

If homeowners decide to sell in order to escape the party house mayhem, this could lead to distressed selling and tax appeals.

Short-term rentals reduce year-round residency. This hurts small business. Can’t find local employees. Many small businesses shut down during fall and winter. Some don’t return.

  1. As a STR host, your fee chart for the rentals is incorrect. The Host compliance site charges 750.00 for all units. You could have a small 250 square foot unit of a 5000 square foot unit, They charge the same which seems really unreasonable.

  2. Short term rental next door yo me has hit my car, started a fire pit fire on the deck and not taken the trash to the curb on trash day Also no parking stickers are in the windshield Will anyone be enforcing these ordinance???

  3. Slimeball Ciccarone is the ultimate deflector and just likes to come on peoples properties and bully them like he’s some kind of tough guy.

    He is an awful employee representative and should be fired.

    Notice not one question asked was known by him or he deflected to some other company for an answer.

    He is a suck on govt funding. Waste of tax payers money.

  4. I hate STRs and hope those owners all go bankrupt. They end up destroying everything (trash, late night noise, drug use, profanity, general disregard).
