Amherst Bayfront Targeted for Bulkheads, Dredging & Marina Development

The Amherst Ave Waterfront Re-development Plan looks likes it will finally move forward. A 1999 Margate Master Plan draft talked about stuff like this.

Pedestrian walkway / promenade along the bay. Margate Municipal Pier & Promenade. The Waterfront Special Zoning District includes Amherst Ave marina and restaurant district.

At one end of the Margate bayfront, closer to Longport, Cafe Lamberti also has interest in rebuilding their bulkhead. City bulkhead & Army Corp permits will be needed.

800 ft of total bulkhead. Some bulkheads are still strong…but too low. 9 feet is the current target elevation for back bay bulkheads

Army Corp Bay Bulkhead Project

$13 billion will be spent overall. Takes 2 years for feasibility study. Margate has provided mapping & other docs for their share of this $13 billion. Jim Rutala did grant applications.

  • In August 2017, Jimmy & Jill Leeds & Barbary Coast LLC purchased the old Integrity Marina (Anglers Roost)
  • Want to improve and expand building.
  • DEP & CAFRA (Coastal Area Facility Review Act,) permits needed.
  • Sean Gormly bought Captain Andys

Chris Baylinson, attorney for the applicant: Rehab & rebuild, move building & replace 175 ft of bulkhead. Water dependent use. The marina stays. Some parking & liability issues are still being hammered out.

The Army Corp is also prepping to roll out a bulkhead building effort of their own. All projects best served if they follow a forthcoming, centralized Army Corp plan.

The Margate Planning Board needs to review these plan, and make a recommendation.


Margate back-bay dredging.

  • Grants needs to be submitted by Feb 1.
  • Dredging permits. Filling in dredge hole. Shelter Island

Authorization to go to bid for raising of the Margate Lifeguard headquarters. How will beach patrol access beach from the building?

  • A sand mountain bridge / ramp is being considered. Close to 100 ft., between lifeguard HQ and new dune. Build a sand bridge?
  • Not allowed to move HQ closer to fake dune.

Street-end storm sewer project. Meetings with Army Corp & DEP this past WED.

  • Mesh the CAD drawings, between Margate & Army Corp. (blend digital blueprints)
  • Street end contracts have yet to be signed by the Mayor. They should be signed shortly.

Margate public hearing 4 p.m. Thursday, Feb. 1: Proposal to extend boundary of Waterfront Special Zoning District from bulkhead, including riparian properties.

Board of Commissioners OK with mixed-use bayfront development proposal. City gets new, higher bulkhead in exchange for several parking spaces.

Raise building 14 feet above grade level & move it 8 feet to west. Include office on first floor with two Apts above.

They are willing to replace the aging bulkhead, which is owned by the city, Baylinson said.

The planned building would overhang four of the parking spaces on the bay side of Amherst Avenue situated on the city-owned right-of-way.In exchange for replacing bulkhead, city would give ownership of seven parking spaces Leeds.

Commissioners OK with conveying seven parking spaces, but overall project must approved by Planning Board.

Planning Board 6:30 p.m. Thursday, Feb. 22.
