A unanimous YES vote was taken by the Atlantic County Board of Commissioners to endorse the proclamation.
Even Commissioner Ernest Coursey voted YES.
Coursey is Chief of Staff for AC Mayor Marty Small. Coursey is married to Leslie White-Coursey, County Superintendent for New Jersey Department of Education.

The Smalls were indicted in September 2024 for alleged abuse of their teen daughter.
The Smalls trial is set for July 14, 2025.
Charges: Mayor Marty Small and wife La’Quetta Small are facing charges of child abuse related to the alleged physical and verbal abuse of their teenage daughter.

Atlantic City Mayor Marty Small, La’Quetta Small and ACHS principal Constance Days-Chapman are all facing child abuse charges. Days-Chapman is campaign manager for AC Mayor Marty Small.
Margate Commissioner Cathy Horn works for Laquetta Small as ACHS school psychologist. Margate taxpayers send 33 Margate students to ACHS.
Specific allegations include:
- Marty Small Sr.: Accused of hitting his daughter multiple times in the head with a broom on January 13, 2024, causing her to lose consciousness. He allegedly threatened to harm her by “earth slamming” her down the stairs and grabbing her head and throwing her to the ground during an argument.
- La’Quetta Small: Accused of punching her daughter multiple times in the chest, leaving bruises; dragging her by the hair and striking her on the shoulders with a belt, leaving visible marks; and in another incident, punching her in the mouth during an argument.
In November 2024, Marty Small Sr. faced an additional charge of witness tampering for allegedly asking his daughter to provide a false account of how she sustained a head injury, suggesting she claim it resulted from tripping and falling in her room.
FOX 29: In January 2024, following an alleged incident where Atlantic City Mayor Marty Small Sr. reportedly struck his daughter multiple times in the head with a broom, causing her to lose consciousness, she sought medical attention at a local hospital for a head injury.
A December 2023 voicemail allegedly left by Mayor Small for his wife stating, “You better come get your daughter or I’m going to do something that’s going to put me in jail.”
