LONGPORT Commissioners Meeting Notes from May 10, 2018

LONGPORT COMMISSION MEETING. 2305 ATLANTIC AVE. LONGPORT, NJ.

Engineer Carter, Solicitor Agnellini, CFO Kelly, Municipal Clerk Conlon, Chief Culmone, Librarian Gerhardt and Deputy Municipal Clerk Kyle also in attendance.

Commissioner Lawler – discussed the bulkhead on the beach at 32nd Avenue. Commissioner Lawler noted that a resident came to attend the meeting to voice his concerns regarding the placement of steps at the new bulkhead.

Michael Garnick of 102 S. 32nd Avenue noted that he is concerned regarding placement of the bulkhead steps in the corner area. He is in favor of placing the steps where they were previously. Further discussion on the steps with Mr. Garnick, Engineer Carter and Commissioner Lawler. Mr. Garnick noted that some beachgoers climb over the rocks in that area. Engineer Carter noted that a sand fence would be installed to address his concern with the rocks.

Engineer Carter discussed a license agreement on leased land at property at Block 20 Lot 3. He noted that the borough must receive a plan of what the property owner is proposing to change in the leased area.

Commissioner Lawler asked if the borough could add different lighting in the borough’s business district. Engineer Carter noted that he could get an estimate from Atlantic City Electric. Discussion continued on lighting in the business district.

Solicitor Agnellini discussed the recently passed SALT legislation regarding charitable donations apportioned to property tax debt. CFO Kelly will check to see if the NJ League of Municipalities has taken a position on the new legislation and discuss this with Solicitor Agnellini.

Engineer Carter reviewed the Engineer’s Report. He noted some projects are ready for bid, others to award. He noted that the Army Corp of Engineers has finished dredging. They are now working on 16th through 11th avenues. Dune grass planting has stopped and will resume in September.

Engineer Carter noted that he accepted an award on behalf of the borough from the American Society of Civil Engineers for the Point Revetment Project. Engineer Carter had a proposed design of parking at the turnaround area.

Chief Culmone expressed that he was against the proposed 12 parking spaces for safety reasons (it is dangerous to have 12 cars backing out).

Engineer Carter discussed amending a municipal ordinance requiring that underground electric be installed with open cuts and not boring. Engineer Carter discussed Chapter 99 proposals. He also provided an update on the progress for the elevator repair.

Engineer Carter also discussed potential sale of borough land and recommended sending letters to neighbors to see if they are interested. Further discussion on potential land sale.

Library Manager, Ricky Gerhardt, discussed a new summer reading programming and added that Internet coverage is being expanded to help cover the parking lot and gazebo area of borough hall.

Municipal Clerk Conlon discussed various civic groups requesting to use borough property for events involving alcohol. A discussion followed on whether or not to allow the consumption of alcohol on borough property. Solicitor Agnellini will look into options.
