When Margate Commissioners met on Feb. 1, they continued their mop-up after the ouster of former Business Administrator, Ken Mosca.

Margate approved a substantial settlement with Mosca, who was forced out / resigned on Jan. 18, 2024.

Angry Blumberg Does Battle With Solicitor Abbott.

City now searching for a new manager. Until further notice, business administrator duties being handled by a variety of Margate employees.

In addition, Mayor Collins admitted: ‘We’ve been using title of Personnel Officer in error for many years, affecting past administrators Richard Deany and Ken Mosca. Both were erroneously assigned the title for many years.’

Margate Solicitor John Scott Abbott said the city hired personnel consultant Cindy Cotton who recommends changing the title of the position.

You can’t just change the name. Clerk does not possess qualifications necessary for the position.

Commissioner Maury Blumberg was the lone NO vote in appointing Margate City Clerk Johanna Casey as Executive Director of Personnel.

Blumberg warns: appointing someone to a position that does not currently exist would ‘circumvent the law and open us up to legal challenges in the future’.

Blumberg oversees the Margate Revenue and Finance Department and claims his department isn’t prepared to take on additional responsibility.

Blumberg said: City Clerk Casey not qualified for the position. Blumberg voted against Clerk Johanna Casey’s appointment.

The controversial Ken Mosca was just one year into a three year contract with Margate City. Settlement details have not yet been made public.

While both the elected officials and the work force are happy that Mosca is gone, it sounds like Margate Commissioners had no plan in response to Mosca’s departure. There must be a leader inside City Hall that coordinates efforts and schedules along with representing the community with outside parties.

Ideally, there should be a single person accountable for the conduct of the municipal operation and that is the Business Administrator. In Margate that person can be part-time like former admin, Richard Deaney.

  1. Margate advisor and solicitor now say we have been using the wrong title for years. Great advisor!

    Blumberg was screwed over after the election by Collins and Horn.

    Now we have commissioner with many year of experience (blumberg) being bulldozed by Collins and Horn for their own friends benefit.

    Keep fighting Maury! We need you.

    1. Maury can fight day and night, but, he’s one vote.
      No disrespect intended, do the math.
      Obviously Maury didn’t.
      They ran as a Team, and the moment the results were tabulated, Blumberg got x’d out.
      Who is behind the curtain calling the shots?
      It isnt the Mayor or his female colleague!
